Tom Moriarty
Group Chairman

Tom Moriarty is the Group Chairman of CHPK Group, with a strong focus on quality, compliance, and innovation in the built environment. A seasoned expert in building safety and consultancy, Tom supports and shapes the strategic direction of CHPK and it’s long term growth plans, ensuring our services not only meet but exceed evolving regulatory demands and client expectations.

Outside of work, Tom has a passion for vehicles—whether on two wheels or four—and enjoys dinghy sailing. He recently achieved a major personal milestone by sailing across the Atlantic.

Gavin Lacey
Group CEO

Gavin is the Chief Executive Officer (CEO) of CHPK Group, responsible for overseeing day-to-day operations in collaboration with the Senior Management Team and driving the business. He plays a key role in streamlining processes and ensuring seamless service delivery across all departments. Gavin’s dedication to technical excellence and client satisfaction has been pivotal in expanding the firm’s service portfolio and geographic reach, strengthening our reputation within the industry.

Outside of work, Gavin enjoys travelling and skiing, and stays on his toes thanks to his three young daughters.

Stuart Hammond
Director

Stuart leads ACT Building Control, CHPK’s Registered Building Control Approver, and is Principal Designer Advisor for Building Regulations for CHPK Building Safety Consultancy. His legislative and construction knowledge helps CHPK to deliver for their clients across both service lines, and he continues in upholding the group core values in his day-to-day activities.

Stuart has over 20 years experience within the Construction industry and is a Registered Building Inspector who holds a Class 3-4 RBI competency registration with the Chartered Association of Building Engineers.

He works closely with the Chartered Association of Building Engineers and is a member of CABE’s CBICAS competency assessment team, and as professional membership assessor.

Stuart has extensive knowledge across construction legislation with specialisms in the Building Act 1984, Building Regulations 2010, Registered Building Control Approver Regulations 2024, Building Safety Act 2022, and the Building (Higher-Risk Buildings Procedures) Regulations 2023.

In addition to his legislative knowledge, he holds specialisms in the Approved Documents which include Approved Document B Fire Safety, Approved Document L Conservation of Fuel & Power, Approved Document O Overheating, and Approved Document Q Security. These specialisms extend to the British Standards and Eurocodes and he is always keen to expand his knowledge through a robust CPD and training regime.

John Calvey
Associate Director

John is Associate Director of Act Building Control, bringing over 20 years of professional experience in regulatory compliance and technical oversight across both commercial and residential developments. He has led the building control service for a diverse portfolio of complex projects, including high-rise residential, mixed-use developments, and large-scale commercial projects including Airbus Space and Defence HQ and East London’s largest regeneration initiative.

John’s attention to detail and comprehensive understanding of the Building Regulations enable each project to meet the statutory requirements while remaining firmly aligned with client objectives and design intent. His approach aims to balance regulatory rigour with stakeholder engagement to achieve safe and compliant buildings.

As a chartered professional, John is committed to mentoring emerging professionals, fostering a culture of continuous learning and technical excellence. He has assisted in shaping the careers of many within the building control sector and continues to contribute to the advancement of industry standards and professional development

Dilip Varsani
Principal Building Inspector

Dilip is a Principal Building Inspector at ACT Building Control with over 10 years of experience in the building control industry. He has developed a comprehensive understanding of the technical, regulatory, and practical aspects of construction across a wide range of building types. Having worked with both local authorities and approved inspectors, Dilip brings a balanced perspective to compliance, safety, and quality assurance within the built environment.

Throughout his career, Dilip has been involved in the assessment and management of projects spanning residential, commercial, industrial, and public sector developments. He is skilled in interpreting building regulations, advising on design compliance, and ensuring that all projects meet the highest standards of safety and performance.
